Suggestion:

Holding it against the abrasive/sandpaper while it is running and “erase” the loaded material is the best practice.

As for circular sander cleaning, placing the rubber at its center point, and then moving it along the surface.

As for sander belt cleaning, only dragging the rubber along the inverse line to the sander surface.
